Constitution

The Constitution is HSAA’s highest expression of the collective will of the membership of the Union. It stands as the ultimate authority upon which every decision is based. As such, it can only be amended by a 2/3 vote of the delegates at Convention of a special meeting.

Article 46 - Rules of Order

  1. The parliamentary authority for all meetings of the Union shall be the current edition of Robert’s Rules of Order.  A simplified form of these rules may be adopted by a majority vote of the members present.  Where such simplified rules do not sufficiently deal with an issue, the main text shall apply.
