Constitution

The Constitution is HSAA’s highest expression of the collective will of the membership of the Union. It stands as the ultimate authority upon which every decision is based. As such, it can only be amended by a 2/3 vote of the delegates at Convention of a special meeting.

Article 14 - Associate Members

  1. Associate membership is open to:
    1. Any employee who would be eligible for active membership if HSAA were the certified bargaining agent; and
    2. Any person who would, if employed, be eligible for active membership and does not meet the eligibility criteria for any other class of member.
  2. Application for associate membership shall be made to the Board.  The decision of the Board to grant or deny such membership shall be final.
  3. Associate members are not eligible to:
    1. Hold a Board of Director position.
  4. Subject to the above, the Board may, at its discretion, designate the rights, duties and obligations of associate members including:
    1. The right to vote at any meeting(s); and
    2. The payment of fees.
