Article 23: Promotions, Transfers and Vacancies
- When a new position is created or when a vacancy occurs in any classification covered by this Collective Agreement, such position or vacancy shall be posted for not less than seven (7) calendar days in advance of making an appointment.
- Applicants for transfer and/or promotion shall be informed in writing of their acceptance or rejection within seven (7) days of the date of the appointment.

- In making promotions and transfers, the determining factors shall be skill, knowledge, efficiency, experience and other relevant attributes, and where these factors are considered to be relatively equal, seniority shall be the deciding factor.
- Subject to Article 23.03(a), where vacancies are filled, first consideration shall be given to employees who are already members of the bargaining unit.

- The transferred or promoted Employee will be given a trial period of one three hundred and twenty five (325) hours worked in which to demonstrate their ability to perform the new assignment satisfactorily. During this trial period the Employee may choose to return or the Employer may direct the regular Employee to return to their former position and basic rate of pay without loss of seniority.
- The Employer shall provide an evaluation of the Employee prior to the completion of the trial period.
- Requests for transfer or applications for vacancies shall be in writing.
- An Employee's anniversary date for the purpose of an annual increment shall not be changed as a result of promotion.
