Article 17: Evaluations and Human Resource Files

  1. The parties to this Collective Agreement recognize the desirability of Employee evaluations in accordance with written organizational requirements and accreditation guidelines, and:
    1. all such evaluations shall be for the constructive review of the performance of the Employee and shall be in writing; and
    2. meetings for the purpose of the evaluation interview shall be scheduled by the Employer with reasonable advance notice. The Employee shall sign their evaluation for the sole purpose of indicating that they are aware of its contents. Upon request, the Employee shall be given a copy of their evaluation document. The Employee shall have the right to respond in writing and their reply shall be placed in their Human Resources file.
  2. An Employee’s evaluation shall not be released by the Employer to any person, except a Board of Arbitration, the Employer’s counsel, or as required by law, without the written consent of the Employee.
  3. By appointment made at least one (1) working day in advance, an Employee may view their Human Resources file twice each year or when the Employee has filed a grievance. An Employee shall be entitled to be accompanied by a Union representative when viewing their Human Resources file. The Employee will not be permitted to view documents containing employment reference information or information relating to other Employees.
