Program Analyst - Health, Safety & Wellness (Full-Time, Permanent)

The Position:
Reporting to the Director of Negotiations, the Program Analyst – Health, Safety and Wellness (HSW) provides support and advocates for members health, safety and wellness. This in-scope position will be based in our Edmonton office and work as part of a team that includes a Sr. Advisor, HSW, to develop and facilitate workshop sessions, support the execution of Health, Safety and Wellness lobbying and advocacy efforts. The incumbent of this position will conduct analysis, and make recommendations for program, policy, and process development to ensure the efficacy of HSAA’s health and safety management program. Duties will include but not limited to:
 

  • Respond to members’ health, safety and wellness issues and concerns via phone or email.
  • Collaborate closely with the Sr. Advisor, HSW to ensure alignment of engagement efforts and issue resolution strategies.
  • Conduct research and stays up to date with changing legislation and best practices.
  • Develop and update email templates for member and local unit correspondence.
  • Coordinate and track JHSWC activities to ensure Employer and membership operate according to rules and regulations.
  • Facilitate the appointment process of members to JWHSC’s in accordance with legislation and HSAA policy.
  • Maintain Health Safety Wellness representative database.
  • Conduct review and revamp of current presentation materials.
  • Assists in planning of workshops, webinars, and conferences to promote member understanding of health, safety, and wellness issues.
  • Conduct program analysis and makes recommendations for program, policy, and process improvement up and through the Sr. Advisor, HSW and the Director of Negotiations.
  • Conduct research on publications, and best practices.

What you bring:

  • A minimum of a certificate in Occupational Health and Safety or a related program
  • A strong background in Occupational Health legislation, policy, and procedures.
  • Strong union values and a commitment to continual evaluation and service enhancement.
  • Skills in project management and planning is an asset
  • Interpersonal, written and verbal communication skills, presentation skills
  • Experience developing and executing Occupational Health and Safety plans and / strategies.
  • Strong analytical skills are essential to provide solutions and resolve problems.
  • Adept at building and maintaining relationships across the organization
  • Staying ahead of emerging trends to enhance quality of advice provided.
  • Ability to work outside of regular business hours with the ability to travel, as required.
  • Work well under pressure; a creative problem solver and can meet tight deadlines working within a fast-paced environment.
  • Familiar with organized union structures and have some knowledge of the current health care system in Alberta.
  • Commitment to trade union philosophy and public healthcare which supports your ability to make key recommendations for program, policy, and process development ensuring advancement of HSAA’s strategic plans.

Competitive Compensation: $49.94 to $60.78 per hour, commensurate with experience

Manager, Negotiations (Full-Time, Permanent)

The position:

The Health Sciences Association of Alberta (HSAA) is seeking a principled and experienced Manager, Negotiations to lead collective bargaining efforts and support strategic labour relations across multiple tables. This key leadership role ensures that negotiation processes are coordinated, member-driven, and aligned with the union’s commitment to fairness, consistency, and advocacy in the healthcare sector.

The Manager, Negotiations reports to the Director, Labour Relations North, and is responsible for overseeing the planning and execution of collective bargaining activities, including mandate development, proposal coordination, and the implementation of agreements. In addition to these core responsibilities, the Manager supports frontline representation by overseeing the steward program, facilitating training, and driving local engagement initiatives. Working closely with members, stewards, and internal stakeholders, the Manager plays a key role in developing and executing member engagement and advocacy strategies, ensuring meaningful involvement throughout the bargaining process. This includes designing communication and mobilization initiatives that strengthen workplace capacity, foster solidarity, and align with the union’s collective action goals.

The position also provides day-to-day supervision and guidance to a multidisciplinary team, fostering a supportive, collaborative, and accountable work environment. This includes coaching and mentoring staff to drive high performance, support professional development, and ensure alignment with organizational values and goals. Additionally, the Manager will be responsible for resource allocation and workload management, balancing operational demands with strategic bargaining priorities.

What you bring:

The ideal candidate will demonstrate exceptional communication and negotiation skills, with the ability to engage diverse stakeholders and convey complex ideas in high-pressure environments. They possess strong conflict resolution capabilities and sound judgment, enabling them to build and maintain productive relationships. This role requires expertise in managing multiple bargaining tables, prioritizing competing demands, and translating strategic goals into actionable plans. Proficiency in resource allocation, budget management, and evidence-based decision-making is essential.

The successful candidate will also have:

  • A University degree or diploma in a related discipline with a minimum of five (5) years of experience in a unionized environment, or an equivalent combination of education and experience.
  • A comprehensive understanding of labour relations, collective bargaining, and grievance/arbitration procedures in unionized settings.
  • A strong knowledge of employment and labour legislation, human rights law, and relevant legal frameworks within the public sector or broader industries.
  • Familiarity with sector-specific issues and trends, including operations, labour market dynamics, and policy developments, considered an asset.
