HSAA has been notified by the Government of Alberta that on December 22, 2025, employees of Recovery Alberta (RA), Acute Care Alberta (ACA), and Primary Care Alberta (PCA) will be migrated from the AHS payroll to RA-, ACA-, and PCA-specific payroll groups.
Effective December 22, 2025, RA, ACA and PCA employees will note the following changes:
- The e-People system will clearly reflect employment with RA, ACA or PCA.
- The “Post Payroll Transition” terms of the Transition Agreements signed between the parties will apply.
- AHS, RA, ACA and PCA will become separate employers and separate bargaining units for purposes of applying and administering the Collective Agreement.
The HSAA/AHS Transition Agreement outlines that “directly affected employees shall maintain their anniversary date or hours worked as applicable towards their next increment, unused personal leave days and all credits accrued up to the date of the payroll transfer in the following banks: vacation, overtime, named holidays inclusive of the floater holiday (if applicable) and sick leave as part of the transfer to Provincial Health Agency or Provincial Health Corporation”.
This Transition Agreement is in place until a new Collective Agreement replaces the current agreement, or a strike or lockout begins.
Employers will develop collective agreement-specific FAQs in the coming months.
The Payroll Transfer Date(s) for Assisted Living Alberta (ALA) and Provincial Health Corporations (Cancer Care Alberta, Emergency Health Services and Give Life Alberta) have yet to be established. ALA and the PHCs will continue to be on AHS payroll until a payroll transition date is determined.
