On August 21, we received the arbitration panel’s Interim Bottom-Line Award on your expired Collective Agreement. The award sets out the panel’s decision on the key outstanding issues. We are deeply disappointed with the outcome. The panel’s full written reasons and any necessary clarifications are expected during the first week of September.
The panel awarded a three-year Collective Agreement covering April 1, 2021, to March 31, 2024, with the following wage increases:
- October 1, 2021: 1%
- September 1, 2022: 1.25%
- April 1, 2023: 2%
The award was issued by a majority of the panel, with the union-appointed nominee dissenting. The decision is final and binding and is not subject to a membership ratification vote.
What happens next
We will now turn our attention to bargaining for the period following the agreement’s expiry on March 31, 2024. Wages, market adjustments and other terms and conditions of employment from April 1, 2024, onward remain open for negotiation.
HSAA will continue pursuing the priorities members identified and that we advanced during the arbitration process.
Preparing for the next round will include establishing a new Bargaining Committee, meeting with members to confirm an updated bargaining mandate and securing bargaining dates with the employer.
We will also work with the employer to confirm how the arbitration award will be implemented, including when you can expect to receive any retroactive pay owing from the awarded wage increases.
We will provide another update once we receive the panel’s written reasons and have more information about implementation and the next round of bargaining.
