Your HSAA Bargaining Committee and the employer met for four days of mediation on May 25, May 27, June 1, and June 10.
Where discussions stand
The parties entered mediation with 29 open articles. Over the course of the four mediation dates, 28 of those 29 articles were signed off.
The only item still open is Article 33: Leaves of Absence, specifically union business under article 33.07(e).
Both HSAA and CapitalCare initially proposed amendments to article 33.07(e). As discussions continued, HSAA withdrew its proposed amendment and recommended a return to the original language. The employer chose to maintain its proposed amendments rather than agree to the original language.
To resolve the issue, HSAA compromised and proposed a counter that would give CapitalCare the exact wording it is seeking, with implementation once our dispute with AHS (multi-employer) on the total cost of Union Leave is resolved. The employer did not agree to that proposal.
At this stage, it is the employer’s uncompromising position on article 33.07(e) that is holding up a tentative agreement.
HSAA remains concerned because the employer’s proposed language would have implications far beyond your bargaining unit and provide leverage for other employers, primarily AHS (multi-employer), in our dispute on the application of this clause. It could affect HSAA members across the province and have a significant impact on HSAA’s financial security.
