APL Bargaining Update #13

Your Bargaining Committee met with Alberta Precision Laboratories (APL) on December 10 and 11, 2025.

Following an agreement being reached with HSAA and Alberta Health Services (AHS), as well as the work your HSAA Bargaining Team did on packaging items together, the tone of bargaining with APL shifted noticeably from our previous negotiations. The discussions were productive and positive, where both parties worked collaboratively to sign off on several non-monetary and monetary articles. These conversations resulted in agreements on 14 articles and 4 Letters of Understanding (LOUs):

  • Article 11: Work Schedules and Shifts
  • Article 12: Overtime
  • Article 14: Salaries
  • Article 16: Shift Differential and Weekend Premiums
  • Article 17: Responsibility Pay
  • Article 20: Travel Expenses
  • Article 22: Named Holidays
  • Article 25: Employee Benefit Plans
  • Article 29: Promotions, Transfer, Vacancy
  • Article 38: Resignation/Termination
  • Article 41: Employee Management Advisory Committee
  • Article 43: Protective Clothing
  • Article 44: Part Time, Temp, and Casual Employees
  • Article 50: Professional Reimbursement
  • LOU #7: Multisite Positions
  • LOU #23: Alternate Schedule Options
  • LOU (NEW): Workload Appeal Process
  • LOU (NEW): Amend Day Duties

We also held discussions on the remaining eight proposals, which include wages and term. These discussions will resume during our next bargaining dates, which we are currently working to schedule for early January at a time that works for both parties.

We have also been working with the employer on negotiating Essential Services Agreements. These agreements are in the process of being finalized, and, once complete, will be filed with the Alberta Labour Relations Board (ALRB). Once accepted by ALRB, we will have the ability to apply for formal mediation if the January bargaining dates do not result in a tentative agreement.
